PENANG SAFE CITY PROJECT
Penang City Council and Seberang Perai City Council have been working with the Royal Malaysia Police (PDRM) to make Penang a safe city in Malaysia.
For this project, a wireless CCTV system was proposed to monitor hotspot areas for misbehavior, flooded areas and traffic congestion. In 2013, 80 cameras were installed on Penang Island.
This first installation has reduced the crime rate in Penang. This project has successfully contributed to making Penang a safer city.
The project was continued phase by phase every year. By 2019, the Penang Island Municipal Government (MBPP) has installed 877 cameras for the entire Penang Island.
The Seberang Perai Municipality (MBSP) has been inspired by the idea of using the CCTV system as a tool to reduce crime. Now MBSP has installed 244 camera units for the entire mainland Penang.
Terra Matrix Sdn. Bhd as a consultant and contractor for Datasonic Sdn. Bhd. and Hi-Security & Consultancy Services Sdn. Bhd. were contracted for various projects.
During MBPP Phase 1, we were able to install 80 cameras in 10 weeks. 96 cameras were installed in Phase 2, 102 cameras in Phase 3, 222 cameras in Phase 4, 211 cameras in Phase 5 and 166 cameras installed in Phase 6, while MBSP installed a total of 244 cameras throughout mainland Penang.
Each site consists of 1 unit Indigo Vision PTZ camera (pan, tilt, zoom) , 2 units Indigo Vision fixed camera, and 2 units horn speakers on a custom CCTV pole.
The PTZ camera can rotate 360 degrees and can transmit a signal to the horn speaker for site announcement, which is controlled by the enforcement officer in the control center.
There is also an emergency alarm system that can be set to alert the whole of Penang in the event of an emergency.
Data transmission from the site to the CCTV system control center is via a fiber optic system and Infinet Wireless network devices.
There are 9 control centers for CCTV monitoring located at KOMTAR for MBPP Control Center, MBSP building for MBSP Control Center and Control Center for PDRM are located at Penang Contingent Police Headquarters (IPK) and each District Police Headquarters (IPD).
Each Control Center is equipped with a workstation for CCTV operators with 4 23" monitors. 43" monitors are provided for wall monitoring. The wall monitoring rack is specially designed to accommodate 3 monitors of 43" size in one rack. The duration of recorded video can be stored for less than 45 days.
Each control center has access to CCTV system which is controlled by a database with login and configuration. This activity is managed by a designated system administrator CCTV.
Terra Matrix has provided a basic video analytics system that includes a trigger function and a museum function for fixed cameras to provide a more efficient result for CCTV monitoring.
Currently, Terra Matrix is working on a new video analytics that includes face recognition, license plate recognition and traffic counting using software developed by Axxonsoft, a Russian company.
In the near future, we hope to collaborate with other companies or organizations to drive the digital transformation of a city and enable a better life.
